Dr. Manmohan Singh Office of the Prime Minister 152, South Block New Delhi 110 001 India Dear Prime Minister: I write on behalf of those persons still wanting to know who was responsible for the deaths of the 36 Sikh men at Chattisinghpora on March 20, 2000. I was pleased to learn that former Chief Minister Muhammed Sayeed and his Cabinet in Jammu and Kashmir accepted the findings of the ministerial subcommittee that recommended punishment for 3 police officers and 2 doctors for tampering with the DNA samples of five innocent civilians killed by security forces at Panchaltan on March 25, 2000. This important action exonerated these five men of the deaths at Chattisinghpora but left the original crime unresolved. Please do all you can to identify and bring to justice the perpetrators of the unlawful actions at Chattisinghpora. In addition, encourage Chief Minister Azad to carry out the Pandian Commission recommendations that murder charges be brought against members of the Central Reserve Police Force and the Special Operations Group who fired on and killed 7 people protesting the deaths of the 5 men at Panchaltan during a march at Brakpora on April 3, 2000. Thank you for your attention to this matter. Sincerely,
