Dr. Manmohan Singh Office of the Prime Minister Room 152, South Block New Delhi 110 001, India Dear Prime Minister: Although many positive steps have been taken by your government related to events following the killings at Chattisinghpora in 2000, the most important question is yet unanswered. Who was responsible? In what way was the incident related to the visit of then President Bill Clinton from the United States? If the perpetrators were Islamist militants, why did no group claim responsibility? Why would Muslims assassinate Sikhs? Why did some of the gunmen wear Indian Army uniforms? Why did the unit of the Rashtriya Rifles stationed nearby not intervene? We believe these questions still deserve answers and ask that you continue the investigation until those responsible for the killing of the Sikh men in Chattisinghpora on March 20, 2000 are identified and brought to justice.
